At Cepel, the commitment to safety is a value present in all activities, strengthened daily by the engagement of all employees in the subject. In addition to continuous investment in training, periodic assessment of environmental risks, working conditions and frequent health assessment, Cepel maintains a broad and accessible communication channel and has online tools for daily health status assessment.
The offer of training is guaranteed by an internal area committed to the theme, which is in charge of managing the training of employees in order to meet internal and external demands, based on internal procedures, requirements of the Health and Safety area and legal standards.
In 2022, the trainings applied in conjunction with specialized consultancies were: Safe Practices Indexes; Behavioral Observation; Investigation and Analysis of Incidents (Root Cause Analysis); Automatic Defibrillator (AED); Risk Factor and Hazard and Risk Management. In parallel, the company is developing an Occupational Health and Safety Management System, with the support of Dupont Consulting. From a Leadership Training Project, the work seeks to engage people indicated by the various hierarchies and areas of Cepel so that they can act as multipliers in the dissemination of safety and health information to the entire institution.
The actions of the project involve the training and monitoring of executives, supervisors and coordinators in safety and health competencies, in addition to training occupational health and safety professionals as agents of change and partners of operations and developing individual awareness to avoid unnecessary risks.
While the monitoring of contractors and subcontractors is carried out by managers and contract inspectors, the Health and Safety area assumes responsibility for the technical guidance related to training. The Center also has an Internal Commission for Accident Prevention (CIPA), used to identify and eliminate hazards, as well as minimize risks, through continuous preventive or corrective actions.
All employees of the Center are encouraged to participate in discussions on health and safety through the committees that work within the Fundão (Rio de Janeiro-RJ) and Adrianópolis (Nova Iguaçu-RJ) units. Its members are Cepel’s own employees, elected and appointed annually, according to Regulatory Standard No. 5 (NR-5), Ordinance No. 3,214/78, of the former Ministry of Labor, current Special Secretariat of Prevention and Labor of the Ministry of Economy. Currently, the CIPA of the Fundão unit is composed of 10 members, 5 representatives elected by the employees and 5 representatives designated by the company; the CIPA of the Adrianópolis unit is formed by 1 representative indicated by the company.
To promote the health of each worker, the Center promotes periodic examinations, on-site evaluations of working conditions, thematic health meetings and proposals for changes in work processes. All Cepel employees are covered by health insurance, which also gives access to virtual care (telemedicine). Each year, the company offers free comprehensive medical examinations in a specific and certified clinic for check-up, and the results are analyzed by Cepel’s medical team.
In 2022, an Occupational Safety and Health Policy was elaborated, which is in the final process of review by the Occupational Safety area. The health and safety procedures are in the process of being updated by the Occupational Safety area.
The way Cepel manages the theme Health, Safety and Well-being is based on three main objectives: 1) the maintenance and promotion of workers’ health and their work capacity; 2) the improvement of working conditions so that they are compatible with health and safety; 3) the development of corporate cultures and work organizations that contribute to health and safety and promote a positive social climate, including improving productivity.
The Occupational Safety and Health area acts daily committed to the safety and well-being of the employees of Cepel’s units, elaborating and implementing preventive, corrective and proactive actions, in addition to periodically evaluating the actions directed to continuous and permanent improvements that maintain the safe and healthy work environment.
Such actions include safety and health integrations, safety inspections, behavioral observation, indices of safe practices, survey of hazards and risks in activities, risk management programs, preparation and reviews of safe service procedures, technical support for the provision of external technical services, among others. If an accident or risk situation is identified, requiring the exit from the workplace, employees must follow the procedure of the Escape and Emergency Plan, which is available to all employees, in addition to the practice of simulations.
The Center also uses the Safety and Health in Day Platform, a communication channel that covers all employees (own staff and third parties) in the following modules: Hazard and Risk Analysis, Communication of Incidents (occurrences), Safe Practices Index (IPS), Behavioral Observations (OBS), Anamnesis, Covid-19 Check-in, Submission of Health Documents, Frequency Rate (TF) and Severity Rate (TG) targets, Covid-19 Vaccination Status and compliance with legal standards (NR-01, NR-04, NR- 06, NR-07, NR-09, NR-10, NR-11, NR-12, NR-17, NR- 18, NR-20, NR-23, NR-33 and NR-35) and the Cepel Procedure 4570.01.
Moreover, the Center uses the Security Dialogues and Work Orders as tools to identify routine and non-routine work that has some type of risk, aiming at the elimination of risks through the application of the hierarchy of controls. Currently, the goals of the Health and Safety indicators are in the process of being defined with the technical support of Eletrobras.
Cepel also carries out the OHS Governance Program (Occupational Health and Safety), Risk Management Program (PGR). In addition to monitoring the access to Risk Factor training by employees, the company implements action plans and evaluates the effectiveness of initiatives on the subject, through the unfolding of inspections and technical meetings and the Occupational Safety and Health Forums.
Some activities of the Cepel units have documents and interactions that are technically essential, according to the Cepel 4570.01 Standard, such as: Security Integrations; Training Certificate; Receipt and Control Form of Personal Protective Equipment; Proof of Vaccination; Occupational Health Certificate (ASO); Preliminary Risk Analysis (APR) and Emergency Plan.
